Memorisation in math: is it still a problem?

I’ve been noticing something interesting while speaking to parents of children in primary school (roughly classes 1 -3) - many kids are able to solve math problems during homework, but when asked to explain how or why the answer works, they get stuck.

It made me wonder whether children at this age are understanding concepts or mostly memorising steps?

For parents here: what has your experience been like at home?
Do your children confidently explain their thinking, or do they prefer following learned methods? Especially as India moves to adopt FLN as a priority, I wonder how parents are finding numeracy levels.

Curious to hear what others are seeing, especially during homework time.

True. If the goal is concepts and application, one of the best ways to do this is first developing an interest and getting a hold of number sense. This is what we are doing at our home, our kid is in class 2 now. 

We got a hands on learning kit from Thinking Juggernaut called Applied Math Kits for hands on learning. They have interesting activities with kit materials to teach number sense, spatial thinking, addition, multiplication etc. 

Once the interest is developed, the next ideal step is to solve the traditional way, while doing this slowly the mental maths start developing itself (instead of forced). We are in this step now :)
